Job Description
Program Overview:
To support the U.S. Coast Guard (USCG) Command, Control, and Communications Engineering Center (C3CEN) Remote Mission Systems Product Line in sustainment of assigned systems, achieving system requirements, and maintaining system performance levels, as part of the Operations and Maintenance phase of the system lifecycles directly related to Rescue 21 (R21), National VHF Distress Response (NDRS), Nationwide Automatic Identification (NAIS), and electronic Short Range Aids to Navigation (eSRAN) C4IT systems. The Remote Missions Systems Product Line at C3CEN is designated as the System Support Agent (SSA) and/or System Design Agent (SDA) for the Coast Guard National Distress Response System including Rescue 21 components in Alaska, Western Rivers, and Coastal areas of operations; the Nationwide Automatic Identification system (NAIS) including receive only (Rx) and transcieve (Tx/Rx) system segments; and the electronic Short Range Aids to Navigation systems including Aid Control and Monitor (ACMS), Range Light Controller (RLC), Mariner activated Limited Visibility sound signal controller, sound signals, lights, and related components
Experience:
A minimum of 2 years of professional experience related to recommending and coordinating development, enhancement, sustainment and maintenance of existing C4IT systems and processes.
Familiarity with government logistics lifecycle engineering processes including CG Systems Development Life Cycle (SDLC), DHS Systems Engineering Life Cycle (SELC), and IEC xxxx8 Systems Engineering Standard.
Familiarity with government inventory management and accounting system to include Naval and Electronics Supply Support System (NESSS) or commercial equivalent for C4IT supply chain management (SCM), transaction level accounting, and C4IT logistics
Familiarity with C4IT obsolescence management, government supply policy, procedures, and processes
Familiarity with sustainment engineering and maintenance planning to include reliability centered maintenance, performing level of repair analysis (LORA), establishing Maintenance Requirements Lists (MRL), coordinating establishment of Maintenance procedure cards, performing failure mode effects analysis (FMEA), failure mode effects and criticality analysis (FMECA), and failure trends analysis.
A minimum of 2 years of relevant experience, or equivalent years of experience.
Education:
A minimum of a bachelor’s degree in business, mathematics, or other appropriate discipline is desired. Equivalent experience and expertise may be substituted for the degree (if applicable) subject to approval by the Government.
Position Description:
Assemble required technical data and documentation for use by the Item Manger and Maintenance Analyst supporting the Command Logistics Division.
Assist the Logistics Analyst in the development of Maintenance Requirements Index (MRI) for assigned equipment, subsystems, and systems.
Assist the Logistics Analysis in conducting or updating Level of Repair Analysis (LORA) for equipment, subsystems, and systems.
Identify mandated or supplementary items and tasks that are in addition to the RCM Index.
Assist RCM Analyst in the construction Maintenance Requirements List (MRL).
Create master index of C3CEN developed Maintenance Procedure Cards (MPC).
Assist Item Manager in conducting provisioning analysis and compilation of the parts and material used for the maintenance support.
Construct initial Item Entry Proposal for new supply requirements derived from MPC development.
Compile technical date (MRI, MRL, MPC, etc.) for inclusion into the appropriate Technical Information Management System (TIMS).
Perform proactive obsolescence management and Diminishing Manufacturing Sources and Material Shortages (DMSMS) activities for components and lowest repairable units (LRU’s) of PL-R assigned systems (i.e R21, NAIS, SRAN).
Provide customer support to Coast Guard field units to resolve maintenance and logistics questions.
Analyzes equipment, component, and/or line item characteristics affecting usability of material related to use, storage, and shipping. Develops initial spare parts distribution provisioning plans.
Plans and issues purchase requests for inventory replenishment by obtaining vendor quotes, preparing purchase request documentation to include but not limited to statements of work, justifications for other than full and open competition, product specifications, and other technical documentation.
Verifies products offered to the Government comply with contractual requirements before acceptance, document deficiencies and recommends corrective actions. Examines all equipment received to determine physical condition and adherence to product specifications.
Investigate customer complaints. Identifies root causes and coordinates resolution with suppliers and/or engineering facilities. Analyzing failure rates, reports by maintenance organization, and complaints from users and/or technicians for faulty parts. Analyze significance of failures in regard to safety hazards, cost to repair, impact to system or equipment availability. Provide recommendations for corrective action.
Provide technical advice and assistance related to equipment design, production, operational, and maintenance requirements with regard to line items, components, equipment, and subsystem.
